The ilvl of the equipped weapon is considered twice, as the main hand and off hand have different iLevels.

The iLevel determines which stats are given priority. Some stats are more valuable than others, based on the class or specifications. For instance, crit rating is very expensive and haste rating is comparatively affordable. The level of the item determines how much of the item's ilvl budget is spent on secondary and primary stats and how much left for effects and effects.
